## Section A：选择题/判断题

**1. C** — Conclusion 段不能提出全新的论点。结论只能总结和重申，引入新观点是雅思写作大忌。

**2. B** — 让步段展示思考全面性，让 Task Response 得分更高。考官希望看到你能承认反方观点的存在，然后再论证为什么你的立场更合理。

**3. 错误** — 开头段不能直接照抄原题。必须 paraphrase（改写），比如换同义词、改变句子结构。照抄原文不计入字数，而且显得语言能力不足。

**4. 错误** — 让步段应该比自己的立场段短。让步段控制在3-4句即可，自己的论证段才是全文核心，应该最充分。

Transport infrastructure is a major area of public expenditure, and opinions differ on whether governments should prioritise railways over roads. While I agree that rail investment should be increased, I believe a balanced approach that supports both modes of transport is more sensible.

Admittedly, there are compelling reasons to favour railway spending. Railways are generally more environmentally friendly than road transport, as trains produce significantly lower carbon emissions per passenger-kilometre. Furthermore, high-speed rail networks can alleviate congestion on highways and in urban areas, generating substantial economic benefits through improved connectivity. Countries such as Japan and France have demonstrated how well-funded rail systems can transform regional economies.

However, this argument overlooks the indispensable role that roads play in modern society. Not all journeys can be served by rail — rural communities, last-mile delivery, and personal mobility all rely heavily on road infrastructure. In many developing countries, roads remain the primary means of transport for the majority of the population. It would be detrimental to these communities if funding were disproportionately allocated to railways at the expense of road maintenance and expansion. Proponents of exclusive rail investment often fail to justify how remote areas would cope without adequate road networks.

In conclusion, while increasing railway investment is a justified and forward-looking policy, it should not come at the cost of neglecting roads. I believe the most effective strategy is to subsidize both forms of infrastructure in proportion to their respective demand and environmental impact. A truly sustainable transport policy is not about choosing one over the other, but about making both work together efficiently.
