**题目：Some people think that governments should spend more money on railways than on roads. To what extent do you agree or disagree?**

The allocation of public funds between railways and roads is a longstanding debate. While both forms of transport are essential, I largely agree that greater investment should be directed towards railways, though roads should not be entirely neglected.

The strongest argument for prioritising railways is their environmental benefit. Trains can move large numbers of passengers and heavy freight with far lower carbon emissions per person or per tonne than road vehicles. In an era of climate change, this efficiency makes rail a natural choice for governments seeking to cut national emissions. Furthermore, well-developed rail networks reduce traffic congestion, allowing cities to function more smoothly and improving air quality.

Railways also bring social and economic advantages. High-speed rail connects regions, encouraging business travel and tourism while spreading economic activity beyond major cities. Reliable commuter trains provide affordable transport for workers and students who cannot afford private cars. In many countries, a single high-capacity rail line can carry the same load as a six-lane motorway, using a fraction of the land.

However, roads remain indispensable. Rural and remote areas often lack the population density to justify rail links, and road transport offers flexibility for short journeys and door-to-door delivery. For this reason, completely abandoning road investment would be unrealistic and unfair to many communities.

In conclusion, while roads will always play a supporting role, I agree that governments should shift a larger share of their transport budgets towards railways, as they deliver superior environmental, social and economic returns in the long term.
